Municipal Minutes

A resident complained that a Rural Municipality had not responded to their requests for
copies of meeting minutes. They explained that for three weeks they had been
contacting the Municipality but received no reply.

In response to our questions, the Municipality was aware of their obligation under the
Municipal Government Act to make their minutes available to the public upon request
when those minutes are not otherwise publicly posted. The Municipality acknowledged
that they should promptly respond to requests to view minutes and that in this case,
although they intended on doing so, this had not yet happened due to operational
pressures. The Municipality has a single part-time administrative employee responsible
for a broad range of municipal administrative functions, including responding to minute
requests. The Municipality contacted the resident the next day, gave them the
requested minutes and waived the applicable fee in recognition of the delay.
