A parent of a home-educated student complained that the PEI School Athletic Association
(PEISAA) unfairly determined their child’s eligibility and placement for participation in a
member school’s sports program. The parent disagreed with the PEISAA’s interpretation of its
Policy & Procedures Manual and believed their child’s placement should have been determined
differently. The parent also raised concerns regarding the PEISAA’s appeal process and
information communicated about potential opportunities for their child to move to a higher-tiered team.
OmbudsPEI reviewed the complaint and determined that the PEISAA appropriately applied its
Policy & Procedures Manual when determining the student’s team eligibility and placement.
OmbudsPEI did, however, identify concerns regarding the clarity of information communicated
to the parent about player movement between teams and whether the results of a committee
review on the matter had been shared.
Following discussions with OmbudsPEI, the PEISAA provided the parent with additional
clarification on its player movement procedures and communicated the committee’s review
findings, which satisfied our fairness concerns.
